Article from 'The Morning Chronicle' regarding the use of the surplus fund. Includes the provision of industrial training in the provinces and a reprint of the report given by the Commissioners to Queen Victoria in which they notify her of the surplus fund and request that she should grant them further powers by Royal charter to enable them to dispose of the surplus fund.
