Francis Smedley, Chairman, Westminster Committee, to John Scott Russell and Stafford Northcote stating the low level of subscriptions raised by the Westminster Committee, and enquiring whether it was the intention of the Commissioners to permit sales to go on in the Exhibition and whether manufacturers only would be permitted to exhibit.
