The Duke of Wellington writes that he hopes Sir Thomas Arbuthnot will act with more intelligence and vigour in restoring order than Sir William Warre. The Duke of Wellington also points out that the magistracy in Lancashire is in a terrible state and refers to the Wigan mill owners.
