Sir James Graham encloses letters (not present) from Lord Eliot to the authorities in Ireland regarding the registration of arms and the swearing in of special constables. He refers to the 'imprudent conduct' of some magistrates in the county of Cork. Sir James Graham also mentions omissions in the 'special jury list'.
