Lord Stanley forwards communications (not present) from Sir Charles Metcalfe detailing the progress of events in Canada and Sir Charles' belief that the 'tide is turning'. Lord Stanley refers to the death of Mr Sheridan and makes reference to Sir Charles' Private Secretary, Captain Higginson and Mr Rawson, the present Civil Secretary.
